Pillars
The strategic priorities of the Tubsan National Center are thematically organized into pillars aligned with the overarching vision of the National strategy for countering extremism and terrorism. This pillar-based approach, developed by the Tubsan Center in collaboration with relevant institutions, aims to enhance Somalia’s multi-agency coordination, strengthen peace, and reduce violence. These pillars are further delineated into specific objectives representing areas of intervention.
Objective 1: Coordination & Multi-Agency Collaboration
Coordination and multi-agency collaboration are essential for harmonizing efforts in countering violent extremism and terrorism.
This objective prioritizes the seamless cooperation between diverse entities, such as the Federal government, Federal Member States, line institutions, civil society organizations, regional and international partners, and other stakeholders.
By forming and developing strong partnerships and fostering a unified approach, it aims to enhance the effectiveness of CVE initiatives, ensuring a comprehensive response to the challenges posed by violent extremism and terrorism.
Objective 1: Religious leaders Engagement
This objective focuses on religious aspects, aiming to counter extremist ideologies and messages through various means.
It includes nationwide sermons that provide an alternative narrative to extremist groups.
Additionally, it seeks to enhance religious education in Qur’anic schools to ensure correct and authentic religious messages are delivered to counter extremist misinterpretations of Islam.
Objective 2: Youth Engagement
Education programs play a crucial role in equipping young people with the knowledge and skills needed to resist and reject radicalization.
These programs emphasize a deeper understanding of the peaceful message of Islam, national history, and identity, and encourage creative and critical thinking among youth.
Furthermore, the program seeks to offer job opportunities and promote civic responsibility to empower young people and enable them to become agents of positive change.
Objective 3: Support For Victims & Survivors
This objective aims to provide a platform for amplifying the voices of victims and survivors, shedding light on the brutality and hypocrisy of violent extremist groups and their narratives.
It goes beyond exposure and emphasizes concrete measures to safeguard the rights, privacy, safety, and overall well-being of victims, ensuring they receive the support they need to rebuild their lives and reunite with their families and eventually be peace ambassadors.
Objective 4: Capacity Building Education
Capacity-building education is a crucial component of our strategy to counter violent extremism leading to terrorism. It involves training and strengthening the knowledge and skills of various stakeholders, including civil and public servants, law enforcement agencies, community leaders, and educators, to encourage collaboration across sectors.
By enhancing capacities and knowledge, we aim to create a more resilient and proactive society in preventing and countering violent extremism.
Objective 5: Private Sector Engagement
Historically, the private sector has often resorted to paying extortion money to terrorist groups. Tubsan Nation Center, in collaboration with Financial Reporting Center (the FRC) and other agencies, focused on combating money laundering and terrorism financing, will engage with the private sector to halt funding to these terrorist groups.
This engagement will involve both public and private discussion with the private sector and in-depth information gathering in collaboration with the concerned entities to strengthen the terrorism financing combating efforts. Engaging the private sector entails investing in programs explicitly designed to prevent and counter violent extremism.
This support extends to grassroots initiatives and empowerment programs. Involvement from the private sector brings crucial resources, access to networks, communication tools, and financial support. Local businesses and multinational companies can either collaborate individually or pool their investments to maximize their impact.
Objective 6: Women Empowerment
Recognizing the significance of gender considerations, this pillar prioritizes women’s groups in CVE efforts. It emphasizes actively involving and empowering women in preventing and countering violent extremism, addressing gender-specific vulnerabilities, and promoting women’s leadership and participation in community-based initiatives.
Objective 7: Traditional Elders
Close collaboration with traditional elders and community leaders is vital for promoting contextually relevant counter-narratives, dialogues, and other initiatives against violent extremism.
These leaders play a pivotal role in disseminating messages of peace and unity within their communities.
Objective 8: Civil Society Hub
For community groups and civil society actors to utilize their collective power, dedicated platforms for collaboration and coordination will be established. In addition to strengthening PCVE efforts throughout the country through strengthening the efforts of these organizations, this hub, independent of the government, fosters cooperation between these organizations.
Objective 1: Strategic Communications
The violent extremist and Terrorist groups use propaganda and disinformation and exploiting divisions and grievances to attract as many people as possible to their ideology through online and offline means to undermine peace and stability in Somalia and one way to address this is to develop and implement a effective strategic communications program to counter these extremist ideologies and narratives.
Therefore, strategic communications lie at the core of CVE implementation efforts. Our team of experts will prepare daily briefings and ensure that messages are effectively disseminated across a variety of media platforms, including digital, print, radio, television, and local community forums.
As a result of this holistic approach, we are able to effectively reach diverse audiences and counter extremist narratives.
Objective 1: Defection Promotion
The Federal Government of Somalia recognizes that relying solely on military force cannot completely degrade and defeat terrorist groups.
Alternative means must be sought, studied, and implemented to address the warped ideologies of these terrorists and eradicate insurgency in Somalia.
Hence, promoting defection from all group’s vital departments and levels emerges as a viable proactive strategy for weakening terrorist groups.
It focuses on reducing the number of fighters and disrupting their decision-making structures. Defectors also serve as valuable sources of information, supporting military operations against terrorist groups.
Objective 2: Defectors Rehabilitation
The Defectors Rehabilitation Program constitutes a comprehensive approach encompassing various stages, from initial reception and screening to rehabilitation and eventual reintegration into society.
This process requires adequate resources, state-ofthe-art technology, and specialized facilities to facilitate the successful transition of disengaged combatants back into civilian life.
Objective 3: Human Rights, Gender And Child Protection
To effectively address and counteract violent extremism, it is crucial to give due consideration to gender equality, human rights, and child protection.
To achieve this, Preventing and Countering Violent Extremism (PCVE) efforts should incorporate a genderresponsive, human rights-based, and inclusive approach that encompasses women, girls, and youth.
Tubsan National Center is committed to its primary goal of safeguarding and upholding human rights and international agreements to which Somalia is a signatory. Human rights encompass the universal, inherent, and inalienable freedoms, immunities, and entitlements belonging to all members of the human race.
Objective 1: Research And Innovation
In-depth research into Counter-Terrorism and Preventing/Countering Violent Extremism (CT/PCVE) serves as a foundational element, enabling a comprehensive understanding of violent extremism, recruitment processes, and the development of innovative, evidencebased initiatives.
This research modality actively engages with regional and global networks while collaborating with the Somali diaspora to gain profound insights into challenges and opportunities within our communities. It forms the bedrock for informed decision-making and program development.
Objective 2: Policies And Framework
The primary goal of the policy and framework’s function is to create well-defined and allencompassing policies and frameworks for the center’s operations.
These policies offer direction, promote appropriate conduct, simplify activity management, and guarantee uniformity and effectiveness throughout the center.
Establishing policies and frameworks serves as the foundation of the center, enabling efficient operation, upholding professionalism, and effectively fulfilling its mission.
Consequently, these policies enhance transparency, professionalism, and adherence to best practices, ultimately bolstering the success of PCVE programs at the center
Objective 3: Monitoring And Evaluation
Monitoring and evaluation are an essential component to measure the progress of overall Center programmes for the purpose of clear transparency and accountability.
The efforts will mainly focus heavily on monitoring the performance progress and outputs of communities and to assess the impact of interventions for the communities and also have stronger evaluation research design.
